During the Great Recession reo popped up in Silicon Valley, CA also. The low income service neighborhood had 3.5% others were bet 1-2%. Within two qtrs they drop quickly. By 2011 it was around 0.25-.35%.  REO became SS and now we get just a few ss out of 2000 listings. 

Median DOM is about 12 days, sold 103.5% over, median is close to 1 millions in SJ.

Hello Debbie: Homes in Clarksville are very affordable but they look pricey. Low REO number is a good sign, I would think. But not for the investors or for those who want instant equity as you have mentioned.

Wow, Debbie, you have a lower ratio of foreclosure sales than even Charlotte, which is way below national levels... but I'm assuming its due to the fact that your market is also much smaller than ours.

We have seen a decline over all but happy to report my REO listings have increased as they pull back from some agents and give to those willing to work hard on the REO homes. I am seeing multiple offers on all the new REO listings

Debbie I wish I could say we have a limited number of foreclosures, but it is the opposite with us here in most of CT.  It would be nice to see a substantial reduction in foreclosures, because unlike there being competition for them like in a market like yours, when you have as many as we do they tend to sit on the market for a while and reek havoc on home prices.
